The Water Wheel is part of your farm in Harvest Moon: Friends of Mineral Town and Harvest Moon: More Friends of Mineral Town.
It's purpose is to turn corn into chicken feed. With corn in your hands, press A in front of the waterwheel to turn corn into feed. The water wheel is attached to your chicken coop.
